The Labour force in Ontario, generally speaking, has decreased from 6651 to 6635. Not much of a huge reduction; however, comparing to provinces that are increasing in their labour force, such as Alberta, Ontario residents are not very happy to see even a slightest decrease, meaning that some people have lost their jobs.
When we take a look at the unemployment rate, it has increased, from 443 to 460. Since the unit is in thousands, we are looking at a rather large scale of unemployed people, which corresponds to the decrease of employment rate.

Now, let's take a look at Windsor's employment rate.

According to Statistics Canada, Windsor currently has the highest metropolitan unemployment rate in the country sitting at 9.0% (Statistics Canada - December, 2007).

This chart of data is likewise retrieved from Statistics Canada. It is interesting to see, that under Employment section, Windsor in fact increased its rate in thousands from 165.2 to 164.5; in correspondance is the unemployment rate decreasing from 15.0 to 13.5.  

Although being the city with highest metropolitan unemployment rate in the country, Windsor's labour force has made a slight increased from December 2006, to December 2007. We hope it will continue to increase, and take off the hat of having the highest unemployment rate.
